The Keene Pavement Project is progressing steadily, with construction expected to begin in early 2027. Currently, the project is in the latter half of its design phase, and officials anticipate putting out bids for contractors around this time next year.
The construction process is expected to take approximately 2½ years, with lane closures occurring in segments along the stretch of roadway. Caltrans public information officer Michael Lingberg clarified that closures will not impact the entire route at once.
“We’re looking at phased lane closures spanning about 3-4 mile sections at a time rather than shutting down the whole roadway,” Lingberg explained.

For drivers who regularly travel along Highway 58, the lane closures will likely bring delays, but truck drivers familiar with the area acknowledge that improvements are long overdue. While none were willing to speak on camera, several noted that the project would ultimately enhance traffic flow despite the temporary inconveniences.
One of the project’s key elements is a full pavement rehabilitation, similar to what was done in the Rosamond-Mojave project along State Route 14 a few years ago. The undertaking will span 44.8 miles and is expected to cost around $257 million.
Another significant feature includes a new three-mile truck climbing lane on the eastbound side, which is designed to improve safety and traffic efficiency.
“This added climbing lane will provide a smoother and safer experience for all travelers,” Lingberg stated.
City leaders, including Tehachapi’s city manager Greg Garrett, were contacted for comments but have yet to weigh in on the project.
As the bidding process approaches and preparations continue, motorists can expect more details on the timeline and potential traffic impacts in the coming months.
