U.S. Representative John Garamendi (D-CA-08) has introduced the Expanding Head Start Eligibility Act of 2025 (H.R. 728), aiming to extend access to the early childhood education program for more low-income families in California.
The bill, backed by 15 Democratic legislators, proposes automatic eligibility for families enrolled in federal assistance programs such as Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI), Supplemental Nutrition Assistance Program (SNAP), the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC), and federal housing aid.

Garamendi highlighted the urgency of protecting Head Start from potential funding cuts. “Families working hard to provide for their children shouldn’t have to worry about losing access to quality early education,” he stated.
Organizations like Head Start California and E Center support the legislation, emphasizing its importance in maintaining enrollment levels in underserved areas. Each year, nearly 95,000 children in California benefit from Head Start services.
