California Governor Gavin Newsom has signed an executive order aimed at easing access to state benefits for individuals affected by the devastating wildfires that swept through Southern California earlier this year.
Key Provisions of the Executive Order
The directive, officially named Executive Order N-21-25, ensures that wildfire survivors who received charitable donations, including food, clothing, or temporary housing, will not be disqualified from receiving CalWORKs assistance.
Additionally, the order relaxes certain legal requirements for public schools and students displaced by the fires. This includes:
- Waiving specific regulations within the California Welfare and Institutions Code and California Department of Social Services policies for CalWORKs applicants impacted by the wildfires.
- Extending deadlines for schools affected by the blazes to obtain approvals for independent study programs and complete annual audits.
- Allowing charter schools that transitioned to remote learning due to the fires to bypass funding determination requirements for the 2024-25 school year.

Governor’s Statement
Newsom emphasized the importance of cutting through bureaucracy to help wildfire survivors rebuild their lives.
“People recovering from these fires shouldn’t have to worry about losing essential benefits or facing unnecessary hurdles while trying to attend school or secure assistance,” he said. “We are committed to making recovery as smooth as possible.”
Wildfire Devastation in Southern California
The wildfires, which ignited on January 7, were fueled by drought conditions and strong Santa Ana winds. The Palisades and Eaton Fires were among the most destructive, with flames consuming over 57,000 acres, destroying 18,000 structures, and tragically claiming 29 lives.
This executive order is part of the state’s broader efforts to support survivors and facilitate long-term community recovery.
