Since Florida’s new law restricting sleeping in public spaces took effect, Jacksonville law enforcement has arrested 146 individuals, according to the Sheriff’s Office.
During a meeting with the City Council’s Finance Committee, chaired by Ron Salem, officials revealed that officers have issued 631 warnings since the legislation went into effect on Oct. 1. The law bars cities from permitting individuals to sleep in public areas, and residents have the right to take legal action if they believe a municipality is not enforcing it.
To assist those affected, the Jacksonville Fire and Rescue Department’s PATH team—short for Providing Assistance to the Homeless—has been working to connect individuals with resources. The team has had 1,200 interactions so far, while a separate initiative, Homeward Bound, has transported 67 individuals back to their hometowns since January to reunite them with support networks.

Chief Keith Powers told council members that fewer unhoused individuals are visible in the Downtown area, though issues persist along Beach Boulevard, particularly at a bus stop there.
Councilman Rory Diamond urged officials to extend similar outreach efforts to the Beaches communities and requested a timeline for implementing services there. He also asked if the PATH team checks individuals’ immigration status.
“I don’t think so,” Powers responded. “We’re focused on gathering demographic information and providing assistance.”
Capt. Jen Parramore highlighted some of the program’s successes, sharing the story of a woman in recovery at Trinity Rescue Mission’s women’s center after struggling with opioid addiction.
She also noted that many individuals the team encounters are not originally from Jacksonville.
“Our entire team is committed to this mission,” Parramore said. “A little compassion makes a big difference.”
