Los Angeles (Thechieftainspear) – A group of 30 detention services officers from Los Padrinos Juvenile Hall in Los Angeles County is now facing criminal charges for allegedly organizing and permitting violent fights between detained youths.
California Attorney General Rob Bonta announced on Thursday that a grand jury indictment had been unsealed, revealing charges of conspiracy, battery, and child endangerment. The alleged incidents, which took place between July and December 2023, reportedly affected 143 minors between the ages of 12 and 18.
“The indictment accuses these officers of standing by and, in some cases, even encouraging 69 fights between youths at the facility,” Bonta stated.
The investigation by the California Department of Justice began after leaked video footage surfaced in January 2024, exposing violent altercations within the juvenile hall. In one instance, eight probation officers were seen failing to intervene as a group of teenagers assaulted a 17-year-old in a common area. Reports indicate the victim suffered severe injuries, including a broken nose and head trauma.

Footage allegedly captured officers laughing and interacting casually with the juveniles involved, further fueling concerns about misconduct. “These officers were more like spectators at a boxing match rather than responsible caretakers entrusted with these young individuals’ safety,” Bonta said.
Following the emergence of the videos, eight probation officers were placed on administrative leave, with another four removed from duty in April 2024.
So far, 22 of the 30 indicted officers have been arraigned, with the remaining eight scheduled to appear in court on April 18.
The case has reignited calls for the closure of Los Padrinos Juvenile Hall, which has faced repeated scrutiny over unsafe conditions and regulatory failures. However, the L.A. County Probation Department has resisted such efforts.
“Those in charge of juvenile facilities have a duty to protect and rehabilitate, not to encourage violence,” Bonta emphasized. “This indictment represents an essential step in ensuring accountability and addressing longstanding issues at Los Padrinos.”
Beyond the criminal proceedings, a separate civil judgment in November 2024 mandated additional oversight and safeguards to address unsafe conditions in L.A. County juvenile facilities, including Los Padrinos.
The L.A. County Probation Department released a statement expressing full support for the Attorney General’s actions, stating:
“Our department took immediate action upon discovering misconduct and engaged law enforcement authorities, leading to the Attorney General’s investigation. Every staff member named in today’s indictment has been placed on unpaid leave. Accountability is at the core of our mission, and we have zero tolerance for misconduct, particularly when it impacts the young individuals in our care.”
The department reiterated its commitment to reforming juvenile facilities, emphasizing a focus on rehabilitation, professionalism, and integrity.
“We recognize that these revelations are deeply troubling, but this is a necessary step toward rebuilding trust. Our vision prioritizes safety, restorative justice, and positive outcomes for youth, ensuring a secure and supportive environment moving forward.”
