Man in L.A. County Arrested for Stealing $20,000 by Impersonating IRS Agent

(Thechieftainspear) – A 31-year-old man from Los Angeles County has been arrested on suspicion of impersonating an Internal Revenue Service (IRS) agent and defrauding a victim out of nearly $20,000, authorities reported on Sunday.

The investigation began on May 1 when deputies from the Riverside County Sheriff’s Department’s Norco Station were called to the 2300 block of Kips Korner following a fraud report.

According to the sheriff’s department, the victim reported that an individual, later identified as Ziquan Ou of Arcadia, had falsely claimed to be an IRS officer and coerced them into paying approximately $20,000. The suspect told the victim that their financial accounts had been compromised, prompting the victim to transfer the funds.

The suspect allegedly contacted the victim again, demanding more money and insisting that he would personally pick it up. When Ou arrived at the victim’s location, deputies were already on site, and he was taken into custody.

A subsequent search of Ou’s vehicle uncovered a firearm, several identification cards, and narcotics.

Ou has been booked at the Robert Presley Detention Center on charges related to fraud and narcotics possession
