D.C. Open Beer Arrest Leads To Fugitive Murder Suspect

WASHINGTON, D.C. – A tense standoff between Mount Pleasant residents and federal law enforcement over an open container violation led to the capture of a wanted homicide suspect.

Confrontation At Lamont Plaza

The incident occurred Tuesday night at Lamont Plaza when officers from the U.S. Park Police, Homeland Security, and the U.S. Marshal’s Service stopped 38-year-old Jose Ramos for having an open beer in the park.

Bystander video circulating on social media shows angry neighbors confronting the federal agents, demanding they leave the community. The situation escalated when a woman approached the scene carrying a baseball bat. An officer drew his weapon, ordering her to drop the bat. No injuries were reported, and the woman was not detained.

Fugitive Status Revealed

While the initial stop was for an open container, subsequent fingerprinting revealed Ramos’s true identity after he initially provided officers with a fake name.

Court records show Ramos had been a wanted fugitive for three weeks. He is charged in the January 2022 killing of his neighbor, whose body was discovered inside a vehicle at the Carter Barron Amphitheater parking lot.

Court History And Task Force Details

Ramos was previously arrested for the 2022 homicide but was released on electronic monitoring in 2023. A bench warrant was issued for his arrest in early May after he failed to appear for a scheduled court hearing.

The arresting officers were operating under the Safe and Beautiful Task Force. Representatives confirmed that no Metropolitan Police Department (MPD) officers were involved in the operation. Ramos is currently being held without bond pending his next court appearance.
